Large Holiday Display Permits

By-law 85-2024 requires that a permit be obtained from the Town before assembling or operating a Large Holiday Display in the Town of Kingsville. The By-law also regulates the operations of a Large Holiday Display.

“Large Holiday Display” means an exterior display of lights and decorations temporarily installed on private property that can be reasonably expected to create, or has previously created Nuisance Impacts, in the sole discretion of the Clerk and the Supervisor of By-law Enforcement.

Nuisance Impacts means causing or contributing to any of the following for residents in the vicinity of a Large Holiday Display:

  • Increase in pedestrian or vehicular traffic that interferes with the use of highways and other public and private properties
  • Parking that obstructs the free flow of traffic or could interfere with the ability to provide emergency services
  • Trespass to private property
  • Off-site littering
  • Significant increase in noise
  • Directed outdoor illumination that spills onto other properties

In all cases, a permit is required to operate a Large Holiday Display.

In accordance with Section 3.2 of By-law 85-2024, Large Holiday Displays are only allowed on the following dates and times:

  • Thursdays from 6:00 pm - 8:00 pm
  • Fridays (except holidays) from 6:00 pm - 9:00 pm
  • Saturdays (except holidays) from 6:00 pm - 9:00 pm
  • Sundays from 6:00 pm - 8:00 pm
  • January 1 from 6:00 pm - 8:00 pm
  • October 31 from 5:00 pm - 9:00 pm
  • December 24 from 6:00 pm - 8:00 pm
  • December 25 from 6:00 pm - 8:00 pm
  • December 31 from 6:00 pm - 8:00 pm

Please have the following information ready before you submit your application:

  • Address of Proposed Large Holiday Display
  • Applicant Contact Information
  • Property Owner Contact Information, if different than applicant
  • Letter from Property Owner, if different than applicant
  • Display Supervisor Contact Information, if different than applicant
  • Requested Dates for Permit
  • Drawing of property including the layout and location of display
  • Potential traffic impacts of the display and mitigation measures
  • Methods used to advertise display
  • Number of expected visitors based on prior operation, if applicable

In accordance with Section 4.2 of By-law 85-2024, a Holiday Display Permit shall not be issued for a period of time longer than thirty (30) consecutive days.

There is no fee associated with a permit application.
