It is the role of Municipal Staff to:

  1. Implement Council’s decisions and establish administrative practices and procedures to carry out Council’s decisions
  2. Undertake research and provide advice to Council on the policies and programs of the municipality

Office of the Chief Administrative Officer

John Norton, Chief Administrative Officer

John Norton, B.A., M.A., LL.B., has been Kingsville’s Chief Administrative Officer since 2020. John has more than 25 years experience in leadership roles, of which more than 10 years has been in Municipal senior leadership. John is married, lives in Kingsville, and has two adult children.

The Chief Administrative Officer (CAO) is the most senior staff member and reports directly to the Mayor and Council. The CAO is responsible for exercising general control and management of the affairs of the municipality, including: 

  • Oversight of all Directors and Departments
  • Strategic Planning
  • Economic Development and Tourism
  • Communications
  • Human Resources
  • Legal Services

Jennifer Galea, CHRL, is Kingsville's Manager of Human Resources. Jennifer has lived in Kingsville for over 15 years and has worked for the Town for the last 6 years. Prior to joining Kingsville, she worked in Human Resources for over 15 years in automotive and manufacturing facilities.

Finance and Corporate Services

Ryan McLeod, Director of Financial and IT Services

Ryan McLeod, C.P.A., C.A., is Kingsville's Director of Finance and Corporate Services / Treasurer. Ryan grew up in Cottam and has worked for the Town for over 10 years. Prior to joining Kingsville, he served as an Audit Manager for an International Public Accounting Firm.

Financial and Corporate Services is responsible for: 

  • Property Tax and Water Billing
  • Accounts Payable and Payroll
  • Financial Reporting
  • Information Technology
  • Customer Service
  • Municipal Governance
  • By-Law Enforcement

Fire and Rescue Services

Jeromy Garant, Acting Fire Chief

Scott Moore is Kingsville's Fire Chief. He is a long-time Kingsville resident and has served the Kingsville community for over 18 years in various positions including Volunteer Firefighter, Fire Prevention Officer, and as Assistant Deputy Chief.

He has NFPA 1031- Fire Inspector Level I & II, NFPA 1033- Fire Investigator, NFPA 1035- Public Life Safety Educator Level II, NFPA 1021 Fire Officer Level I & II, Emergency Management and CEMC Certified Emergency Management Coordinator and General Legal, from the Ontario Building Code. 

Fire and Rescue Services is responsible for:

  • Emergency Response
  • Fire Prevention, Inspection and Enforcement
  • Public Education
  • Firefighter Training and Recruitment
  • Emergency Management Planning

Parks and Recreation

Nada Tremblay is Kingsville’s Director of Parks and Recreation. She brings over 30 years of experience in parks and recreation, with proven leadership in municipal recreation systems focused on community well-being, team development, and effective service delivery. Prior to joining Kingsville, she spent 29 years in municipal service.

  • Recreation, Arts, and Culture Programming
  • Community Development and Partnerships
  • Special Events
  • Arenas, Parks, and Town Facilities

Planning and Development Services

Richard Wyma, Director of Community and Development Services

Richard Wyma, B.E.S. (Hons), M.L.A. is Kingsville's Director of Planning and Development Services. Richard has a Planning and Landscape Architecture background and is a long-time Essex County resident who brings a wealth of education and experience to the role.

  • Building Inspections

Public Operations

Shaun Martinho, H.B.Sc., M.B.A., is Kingsville’s Director of Public Operations. He is a lifelong Kingsville resident with a background in construction, water/wastewater operations, and a Masters of Business Administration. Shaun has overseen public works and environmental services for the past 7 years.

Public Operations is responsible for:

  • Public Works (Municipal Rights of Way / Roads)
  • Environmental Services (Water & Wastewater)
  • Fleet
  • Garbage and Yard Waste Collection
  • Cemeteries
