Notice of Decision - Town-Wide Amendments for Local Settlement Area Review

OPA & ZBA-2026-1: At its Special Meeting on July 27, 2026, Council adopted a Town-Wide Official Plan Amendment (OPA) and passed a Zoning By-law Amendment (ZBA) to adjust the Kingsville Primary Settlement Area and the Cottam Secondary Settlement Area boundaries to reflect the County of Essex Official Plan and the Local Settlement Area Review.

The OPA also introduces a new Future Urban Development designation and applies it to the adjusted lands; revises Secondary Planning and Oil and Gas Well policies; and extends the Main Street Gateway and Residential designation and zones to parts of properties within the adjusted lands. The ZBA modifies zoning schedules as needed to implement the OPA.

The OPA will be forwarded to the County of Essex for its review and final decision. Copies of the amendments are available by contacting the Planning Department at planning@kingsville.ca.
