Notice of an Application to Repeal Interior Features Designated Under By-law 74-2015
The Ontario Heritage Act, R.S.O., 1990, Chapter 0.18 as amended, provides that an owner of
property designated under the Act may apply to Municipal Council to repeal the by-law or part
thereof designating the property.
Take Notice that Council of the Corporation of the Town of Kingsville, at its Public Meeting held
on September 14, 2026, approved an application to repeal the interior features identified in
Schedule “A” of Designation By-law 74-2015. Heritage designation of the property will otherwise
remain unchanged under By-law 74-2015, with all provisions of the designation continuing to
apply except for the repealed interior features.
Description of Property:
Built in 1922, the Warren R. Watters House reflects the Edwardian Classical style with Arts and
Crafts elements. Located at 126 Division Street North in the Town of Kingsville, the property is
legally described as PT LT 1 CON 1 WESTERN DIVISION GOSFIELD AS IN R1405535
Statement of Cultural Heritage Value or Interest:
The cultural heritage value lies in its association with Warren R. Watters and its connection to a
unique family story. Watters and his brother-in-law, W. Howard Gardner, were married to sisters
Mabel and Minnie Griffith. Wanting to live near each other, the two families built matching
homes side by side in Kingsville. Despite working in Walkerville, Watters and Gardner chose
Kingsville for their homes. Built on Division Road North, opposite the former Brown and Wigle
Woollen Mill, the Watters House stands just north of the Gardner House.
Description of Heritage Attributes:
The Warren R. Watters House displays characteristic features of the Edwardian Classical style.
The 2½-storey rectangular red brick dwelling features an off-centre entrance with a simple front
porch supported by cobblestone battered piers that taper upward from a wider base. The piers
contrast with the white-painted porch floor and trim and are capped by substantial decorative
brackets. A pedimented gable roof completes the porch design.
Exterior features include:
• Low-pitched gabled roof
• Shed dormer window
• Side verandah with an independent roof
• Use of local cobblestone in the front porch piers, foundation, and verandah base and
columns
Interior features include:
• Seven original 15-pane glass doors, including three French doors
• Original patterned oak hardwood flooring
• Oak staircase with handcrafted spindles and a simple repeating motif
• Square newel posts characteristic of the Arts and Crafts style
• Decorative oak beam ceiling in the original dining room
• Oak mantel
