End of Term Report Outlines Progress and Challenges Ahead
Council held its final meeting of the 2022-2026 term on Monday, October 5, 2026.
During the meeting, Chief Administrative Officer John Norton presented an End of Term Report reviewing Council's achievements and outlining key challenges facing the municipality.
CAO Norton highlighted progress made in support of Council's Strategic Plan - a 2040 Vision for Kingsville. He noted that during this Council term, more than $90 million was spent on capital projects, policies were established to regulate and manage future growth, and significant investments were made in providing improved customer service to residents.
In addition to a review of progress made, Norton identified several challenges for the next term of Council. These include:
- Infrastructure expansion that has not kept pace with growth
- Limited financial savings in reserve accounts
- Capacity constraints specifically within water and wastewater systems
- Increasing expectations by residents for more services and improved service delivery
- Additional responsibilities being downloaded to municipalities by the province
- Tax revenue that is among the lowest in the region
“It has been a privilege to serve as CAO during this term, and I am grateful for the opportunity to have worked alongside Council in support of our strategic priorities,” said John Norton, Chief Administrative Officer. “We have an exceptional staff team that is committed to serving our community. I am confident that working together, we can address the challenges ahead. Our Administration is ready to work with the next Council as we continue moving Kingsville forward."

A new Council is scheduled to be elected on October 26, 2026.
