Development Charge Reduction Program Report Added to Monday's Agenda
Earlier this week the Province of Ontario announced details and timelines for the new Canada-Ontario Development Charge Reduction Program, a federal and provincial program that aims to reduce municipal development charges to accelerate building homes. A time-sensitive decision is required.
The program allows municipalities that agree to reduce their development charges by 30-50% for a period of three years to apply for infrastructure funding that will support additional housing construction. Currently Kingsville’s Wastewater Treatment Plant is operating at 90% capacity and needs expansion. Additionally, sanitary sewers in Ruthven and Kingsville have capacity issues that are limiting the development of housing in specific areas.
Administration is recommending that Council approve an application to this program to fund expanding Kingsville’s Wastewater Treatment Plant and sanitary sewers in Ruthven and Kingsville. As a condition of the program, Administration is also recommending that Council approve the reduction of development charges on new development by 50% for three years.
No final decisions on this matter have been made. Kingsville Council will consider this matter at its public meeting on Monday June 8, 2026, at 6:00 pm. Residents are welcome to review the report and attend the meeting in person at the Unico (37 Beech Street) or watch via the livestream.
