At its July 27, 2026 meeting, Council:

Approved By-law 46-2026, which updates the Town's Official Plan by:

Changing the boundaries of the Kingsville Primary Settlement Area and the Cottam Secondary Settlement Area to reflect the County of Essex Official Plan and findings from the Local Settlement Area Review;

Creating a new Future Urban Development designation and applying it to the lands affected by the boundary changes;

Replacing the section of the Official Plan that deals with Secondary Plans;

Replacing the section of the Official Plan that deals with Oil and Natural Gas Wells;

Extending the Main Street Gateway designation to include additional land that was added to an existing property as a result of a lot line adjustment.

Approved adding and zoning 4.85 hectares of land, located north of the existing settlement area, south of Road 2, and east of the Collector Road, so it is consistent with the surrounding lands currently within the Settlement Area Boundary.

Directed Administration to forward the Official Plan Amendment No. 20 (OPA 2026-1) to the County of Essex for final approval.

Approved By-law 47-2026, which updates the Comprehensive Zoning By-law by:

Changing certain lands in Kingsville from Agricultural (A1) to a new Future Urban Development (FUD) Zone;

Creating required regulations to implement the proposed Official Plan Amendments;

Modifying all zoning schedules within Kingsville's Primary and Secondary Settlement Areas as needed to implement the proposed Official Plan Amendment.

Adopted a report provided by Rood Engineering recommending the replacement of three access crossings over the North Townline Drain west of Belle River, in accordance with the Drainage Act.

Approved an engineering report prepared by R. Dobbin Engineering Inc. for drainage improvements to the C & O Branch of the Fleming Wigle Drain and the Fox-Jakait Drain, in accordance with the Drainage Act.

Awarded the 2026 Kingsville Roof Repairs contract to Kingsville Roofing in the amount of $254,140.00 (excluding HST); and, authorized the Mayor and Clerk to execute the requisite agreement.

Approved By-law 48-2026, as amended, to establish an Administrative Monetary Penalty System (AMPS) for the Town of Kingsville; adopted the Prevention of Political Interference in Relation to AMPS Policy; and directed Administration to implement policies and procedures for administering AMPS such as Conflict of Interest, Financial Management and Reporting, and Filing and Processing of Complaints Made by the Public.

Awarded the tender for the replacement of Aerial 219 - a fire department aerial truck, to Commercial Emergency Equipment Co. for the purchase of a Pierce custom aerial apparatus in the amount of $3,128,125 plus applicable taxes.

Approved the use of $275,000 from the Facilities Lifecycle Reserve account to reconstruct the Pavilion Patio and Peace Garden at Lakeside Park.
