Council Brief from the August 17, 2026 Meeting

At its August 17, 2026 meeting, Council: 

  1. Directed Administration to investigate measures to address speed and traffic safety concerns on Road 3 West in front of Jack Miner Migratory Bird Sanctuary, ahead of the October 5th Regular Meeting of Council.  

  1. Directed Administration to send a letter to the Independent Electricity System Operator (IESO) requesting the growth data used to support the need for increased electricity supply capacity in Kingsville under the Energize Essex Project; begin discussions with Hydro One and/or the IESO regarding community benefits to offset any negative impacts of transfer stations; request that Hydro One study and fairly compare at least one alternative route that avoids the Road 8 East intersection before selecting a preferred route and publicly share the evaluation criteria; and review whether Development Charges need to be updated to ensure adequate funding for Town services and infrastructure required to support anticipated growth. 

  1. Adopted By-law 50-2026, which sets Road Upgrade requirements for Developments that generate heavy truck traffic on non-asphalt municipal roads. 

  1. Awarded the contract for the West Side Collector Road project to J&J Lepera Infrastructures for $8.844 million (excluding HST); authorized the Mayor and Clerk to sign the agreement; and directed Administration to submit an application to the Ontario Infrastructure and Lands Corporation (OILC) to finance the Development Charge component of the project. 

  1. Approved the use of $100,000 from the Parks Lifecycle Reserve Account to complete the improvements to soccer fields 11 and 15 in 2026. 

  1. Adopted By-law 51-2026, which approves the dissolution of the Union Water Supply System Joint Board of Management. 

  1. Approved the 2027 Regular Council Meeting Schedule, as amended. 

  1. Directed Administration to conduct an internal review, meet with officials from Union Water and any involved organizations and officials, and to report back to Council with findings and recommendations regarding the Boil Water Advisory. 

  1. Directed Administration to review the Town’s animal control by-laws, consider current legislation, best practices, and similar municipal by-laws, and report back to Council with findings and recommendations.
