Council will review the following application at its September 25, 2023 meeting:

1. An application for a Zoning By-Law and Official Plan Amendment related to the Main Street Corridor.

Background:

In April, the Committee of the Whole provided Administration with direction related to three "sub-zones" along Main Street and related policies on land use, building height, orientation, and setbacks.

The zones were identified as follows:

• Sub-Zone 1 (Main Street Core)- the main commercial hub of the town where various commercial uses will be encouraged to meet community and visitor needs. Buildings must be 7.5-11 meters tall, with non-residential uses on the ground floor and residential uses above.
• Sub-Zone 2 (Main Street Neighbourhood)- surrounding the Main Street Core, intended primarily for residential purposes with some smaller commercial uses encouraged. Buildings must be 7.5-22 meters tall with a minimum 45-degree angle applied from the front property line starting at the height of the third story. New developments should reflect the existing architectural style of the area.
• Sub-Zone 3 (Main Street Gateways)- located on either side of Main Street Neighbourhood and intended for highway commercial uses. Buildings can be up to 22 meters tall, with service areas and parking facilities located at the rear or side of the building.

These Official Plan and Zoning Bylaw Amendments relate to the Committee of the Whole discussion. If approved, these amendments will provide clarity around development within the Main Street Corridor and will be added to the recently approved Official Plan 5-Year Conformity Review. A full report will be presented to Council on September 25, 2023.
