Kingsville Town Council Passes By-law to License Boarding, Lodging, and Rooming Houses

Kingsville has passed By-law 03-2024 to license Boarding, Lodging, and Rooming Houses (BLRH) in the Town. This licensing program will ensure existing and future BLRHs comply with Kingsville's Zoning By-law and will help protect occupants from potential health and safety risks.

What is a BLRH?

A BLRH is a dwelling unit where bedrooms are rented or provided to occupants rather than the entire unit. Occupants of a BLRH may be unrelated and share bathrooms and kitchen facilities. BLRHs are rented or provided to occupants long-term for twenty-eight (28) days or more. For clarity, a BLRH includes housing that is controlled and provided by an employer of the residents living in the unit.

Who is required to obtain a BLRH Licence?

By-law 03-2024 applies to the entire Town of Kingsville. No one can operate a BLRH without a license issued by the Clerk.

What do BLRH owners need to do?

Owners and operators of BLRHs must obtain and maintain a BLRH License for each BLRH they own and operate. Licenses are valid for one year and cost $100 per structure (per BLRH). To apply, complete Kingsville's Online Application for a BLRH License.
