At its March 23, 2026 meeting, Council:

Approved an update to Heritage Designation By-law 97-2006 for 86 Division Street South (A. Eastman House) to remove the horse chestnut tree as a designated heritage feature due to structural deterioration

Awarded the bid for watermain construction in the Southwest Service Area to Sherway Contracting (Windsor) Ltd. in the amount of $1,983,628 (excluding HST), and directed Administration to apply to Ontario Infrastructure Lands Corporation to cover the development‑charge portion of the project

Adopted By-law 20-2026 to set fees and charges for services provided by the Ontario Provincial Police in response to false security alarms, and adopted corresponding By-law 21-2026 to update the Fees and Charges By-law

Adopted By-law 22-2026 to regulate and approve Special Events in the Town of Kingsville, and adopted corresponding By-law 23-2026 to update the Fees and Charges By-law

Approved several items related to the Ruthven Sanitary Sewer By-laws, Financial Reporting, and Litigation Update:

Directed Administration to issue a disconnection notice to the ten (10) greenhouse operations identified in the Report as having made little progress with the permitting process, if they do not take efforts towards full compliance with the Town's Sanitary Sewer By-laws within 90 days or sooner as required;

Proceeded with a Water and Wastewater Master Plan to develop community-wide sanitary sewer solutions for the future, and directed that this Plan include a specific plan to upgrade the Ruthven sewer system;

Directed Administration to maintain emergency rental pumps and other backup measures to address any potential flooding of homes in Ruthven;
-
Directed Administration to bring forward a new comprehensive Sewer By-law to address all users of the sanitary sewer system, including residential, commercial, industrial and greenhouse facilities; and
-
Directed Administration to continue with compliance and enforcement to reduce greenhouse wastewater flows that exceed their permitted discharge limits.
