Community Improvement Plan (CIP)

On its April 14, 2025 Council meeting, Kingsville Town Council adopted an Industrial and Commercial Community Improvement Plan (CIP).

What is a CIP?

CIPs help municipalities foster growth, improvement and revitalization. The Ontario Planning Act allows municipalities to create one or more CIPs to address their unique community challenges and opportunities.

Kingsville's CIP program is designed to:

  • Support Kingsville's 2040 Strategic Plan priority to create a thriving local economy
  • Incentivize private sector investment
  • Promote economic diversification
  • Enhance quality "local" employment opportunities

Key Considerations

  • Businesses must be within the Town of Kingsville
  • The business property must be properly zoned or scheduled to complete a zoning by-law amendment
  • Upon receiving a CIP Grant, businesses will require yearly reporting and their name to appear on the Town of Kingsville website sharing the type of CIP granted

Available Grant Streams

The Town will waive:

  • 100% of the Municipal Property Tax Increase for Years 1-5
  • 50% of the Municipal Property Tax Increase for Years 6-8
  • 25% of the MunicipalProperty Tax Increase for Years 9-10

Requirements:

  • $10 Million Investment (Construction Value)
  • 30 New Eligible Full-time Jobs

Eligible Full-time Job:

Minimum 35 hours per week for at least 48 weeks per year, earning at least 125% of Provincial Minimum Wage.

The Town will waive:

  • 50% of the Municipal Property Tax Increase for Years 1-5

Requirements:

  • $5 Million Investment (Construction Value)
  • 15 New Eligible Full-time Jobs

Eligible Full-time Job:

Minimum 35 hours per week for at least 48 weeks per year, earning at least 125% of Provincial Minimum Wage.

The Town will:

  • Freeze Municipal Property Taxes for 10 Years on the acquisition of existing business/property

Requirements:

  • $5 Million Investment (Purchase Value)
  • Must be acquired from an arms-length third party
  • 30 Eligible Full-time Jobs retained

Eligible Full-time Job:

Min. 35 hours per week for at least 48 weeks per year, earning at least 125% of Provincial Minimum Wage
