Town of Kingsville Releases 2022 Draft Budget

Council will meet to deliberate the 2022 Draft Budget on January 12, 2022, January 19, 2022, and (if needed) January 26, 2022.

“The proposed draft budget holds the line on Capital spending while attempting to address significant Operating challenges such as inflation,” said Director of Financial Services Ryan McLeod. “According to Statistics Canada, the Consumer Price Index rose by 4.7% from 2020 to 2021. The general rise in goods and services impacts a wide range of municipal operating expenditures, including; labour, contracted services, materials, fuel and utilities. While management strives to find efficiencies wherever possible, we cannot completely avoid the general increase in the cost of goods and services.”

The draft budget also includes a number of new staffing positions which are required to address service level expectations and strategic priorities decided by Council.  Kingsville currently has the fewest staff of any local municipality in Essex County, and as the Town grows, additional staff are required to meet the increasing service demands.

Major capital projects proposed for 2022 include:

  • $13 million for road reconstruction and resurfacing
  • $1.5 million for bridge replacements
  • $1.1 million for parks and recreation projects
  • $150,000 for Information & Technology upgrades and
  • $100,000 for the development of the Main Street Strategy

The budget proposes a municipal tax increase of $62.39 on a home assessed at $250,000. Taxes are based on MPAC's 2016 assessment valuations, not current actual value. The following chart provides a breakdown of the tax dollars paid by the average residential household.  Visit MPAC's website to understand your assessment.

“In 2021, the Town of Kingsville had the lowest combined Property Tax, Water and Wastewater rates in the region by a significant margin,” stated McLeod. “The municipality does its best to manage costs and stretch taxpayer dollars out as far as they can go. We also recognize the importance of timely infrastructure maintenance, replacements, and upgrades to prevent more significant expenses down the line. This draft budget aims to balance both.”
