If you wish to be a delegate at a Council Meeting, please follow the process below.

If you want to speak at a regularly scheduled Council Meeting, you must complete a Delegation Request Form. Forms are also available at Town Hall.

Delegation registration timelines:

  • by 11:00 a.m. on the day of the meeting for an item on the agenda
  • 14 days prior to a scheduled meeting for an item not listed on the agenda

How long can I speak for?

  • Items not on the agenda:  up to 5 minutes
  • Items on the agenda:         up to 10 minutes
  • Matters subject to notice:  up to 10 minutes
  • Presentations:                     up to 20 minutes

How will I know if I am listed to speak at a meeting?

The Clerk or Deputy Clerk will contact you prior to the approval of the agenda to confirm that you have been listed on the agenda.

What is it like to speak at a Council Meeting?

The Mayor will call your name and welcome you to the Council Meeting. You will have time to speak to Council. Council will discuss your matter and if appropriate ask you questions. No more than one person shall speak at a time and proper language shall always be used.

After you speak and answer any questions, Council may discuss the matter further and will make a decision. You do not have to stay for the whole meeting and can leave after Council has discussed your item.

Where can I get more information?

For more information, please see our Delegation Information Sheet. The Town of Kingsville Procedure By-law can be found with our Commonly Requested By-laws.  If you have more questions, please contact the Clerk's Department.
