It is the role of Municipal Staff to:
- Implement Council’s decisions and establish administrative practices and procedures to carry out Council’s decisions
- Undertake research and provide advice to Council on the policies and programs of the municipality

Office of the CAO
John Norton, B.A., M.A., LL.B., has been Kingsville’s CAO since 2020. John has more than 25 years experience in leadership roles, of which more than 10 years has been in Municipal senior leadership. John is married, lives in Kingsville, and has two adult children.
The Chief Administrative Officer (CAO) is the most senior staff member and reports directly to the Mayor and Council. The CAO is responsible for exercising general control and management of the affairs of the municipality.
In addition to overseeing each of the Directors and Departments, the CAO's Office is responsible for:
- Clerk and Council Services
- Economic Development and Tourism
- Communications and Public Relations
- Human Resources
- Strategic Planning
Community and Development Services
Richard Wyma, B.E.S. (Hons), M.L.A. is Kingsville's Director of Community and Development Services. Richard has a Planning and Landscape Architecture background and is a long-time Essex County resident who brings a wealth of education and experience to the role.
Community and Development Services is responsible for:
- Planning and Development
- Parks, Arena and Town Facilities
- Recreation, Arts, and Culture Programming
- Special Events
Financial and Information Technology Services
Ryan McLeod, C.P.A., C.A., is Kingsville's Director of Financial and Information Technology Services. Ryan grew up in Cottam and has worked for the Town for over 10 years. Prior to joining Kingsville, he served as an Audit Manager for an International Public Accounting Firm.
Financial and Information Technology is responsible for:
- Property Tax and Water Billing
- Accounts Payable and Payroll
- Financial Reporting
- Information Technology and GIS
Fire and Rescue Services
Jason Suchiu, C.E.M.C., is Kingsville's Fire Chief. Jason is a lifelong resident of Essex County and has experience working with several municipal fire departments during his lengthy career. He has held numerous roles with Kingsville Fire Rescue during the 11 years he has served with the Town. He brings substantial fire prevention and rescue operations experience to this position.

- Fire Prevention, Inspection and Enforcement
- Public Education
- Firefighter Training and Recruitment
- Emergency Management Planning
Infrastructure and Engineering Services is responsible for:
- Public Works (Municipal Rights of Way / Roads)
- Environmental Services (Water & Wastewater)
- Municipal Drainage
- Engineering and Capital Projects
- Garbage and Yard Waste Collection
- Cemeteries
Legislative Services
Susan Hirota, B.A. (Hons), L.L.B., is Kingsville's Director of Legal, Building & By-Law Enforcement / Town Solicitor. Susan is from the Windsor-Essex region. She is an accomplished lawyer with significant municipal experience, having spent most of her working career as in-house legal counsel to municipalities.
