Development Charges
Development charges are levies against new development to help finance infrastructure and other capital projects required to meet the increased need for services resulting from growth. Development charges help protect existing taxpayers by having growth pay for growth.
Kingsville Development Charges
Development charges will be determined by the Planning and Development Services Department, in accordance with the Development Charge By-Law, based on the plans submitted with your development application.
The authority to collect development charges is contained in the Development Charges Act, 1997. The Development Charge Background Report provides additional information on how these charges were established.
The Development Charges identified on schedule B of the Development Charge By-Law are subject to annual phasing-in (section 3.17) and indexing provisions (section 5.1). The effective Development Charge rates for the most common types of developments are outlined in the table below.

Education Development Charges
In addition to the Kingsville Development Charges, described above, most developments will be subject to development charges imposed by the Greater Essex County District School Board.
