Full- Time Supervisor of IT
The Supervisor of IT Services is responsible for the effective operation of information technology (IT) services and support across the organization. This position oversees IT project management, administering the Town’s information technology infrastructure and resources, and supervision of IT staff. This position will work closely with the Manager of IT to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the organization. This position will also define and implement IT policies, procedures, and best practices.
Additional responsibilities include responding to inquiries/complaints from the front-line users, assisting with budget recommendations, attending Council and Committee meetings as needed, and ensuring compliance with all pertinent regulations and standards.
Responsibilities:
- Act as project manager on corporate projects; define the project goal and scope in collaboration with applicable client department staff, create work plans, determine resources and milestones, and ensure appropriate communication to all stakeholders on the progress of the project.
- Collaborate with client departments to identify potential solutions that are innovative, comprehensive, and integrated to modernize service delivery capabilities and are in alignment with the overarching Town’s IT Digital Strategy.
- Provide technical expertise and recommendations on software applications or tools to departments.
- Provide a lead technical role in upgrades and support of existing enterprise systems.
- Supervise Information Technology staff, including the development and implementation of annual work plans and performance appraisals.
- Support technology/communication/GIS systems to ensure the systems are available to users.
- Participate in the design of IT infrastructure.
- Develop and support the creation of Request for Proposals (RFP) and Business Cases.
- Communicate and mitigate risks to any changes to systems.
- Ensure inquiries, requests, and complaints from staff and Town Council are addressed in a timely manner.
- Monitor and coordinate staff training for information technology.
- Develop and implement information technology asset management plans, policies, and procedures.
- Ensure compliance with all regulations, standards, and Town policies related to information technology.
- Perform other duties as assigned, following corporate objectives.
Qualifications
- Completion of a university degree or college diploma in Computer Science, Information Technology, Information Science, Software Engineering, or other related fields.
- Minimum of five (5) experience in a related role, including a networked environment and experience in administration of software applications.
- Experience in design, administration, management, and configuration of network and server infrastructure within a multi-domain setting and computer security.
- Proven project management skills, including the ability to manage technology projects from start to finish, with strict attention to detail. Formal project management training or equivalent (e.g., Project Management certificate), an asset.
- Demonstrated ability to manage multiple projects and timelines with strong organizational skills and the capacity to multi-task in a fast-paced environment, responding with flexibility to changing priorities. Possess superior oral and written communication and interpersonal skills.
- In-depth knowledge of Windows desktop and server operating systems, client/server software and hardware, virtual operating environments, and network infrastructure technologies.
- Must have advanced computer skills in Microsoft Office, financial information systems, and database software. Working with APIs is a plus.
- Must have experience with developing and implementing operational recommendations and requirements.
- Ability to effectively and efficiently supervise staff in an unionized environment.
- Demonstrate tact and discretion in handling matters of a confidential or politically sensitive nature and maintain confidentiality.
- Ability to work a variety of shifts as required, including days and evenings.
- Demonstrated ability to be a team player who can establish and maintain effective working relationships with fellow employees, developers, external agencies, and the general public.
- Ability to provide a valid class G Ontario driver’s license with an appropriate drivers’ abstract and clean criminal reference record upon hire.
Working Conditions
The standard work week is 40 hours, with some additional hours required to attend evening meetings, meet deadlines, to address security breaches, and to minimize disruption during normal business hours. Support of Council or Committee meetings may also be required.
Wage Rate
$75,109 - $93, 886 (Salary Band 5)

Working closely with and reporting to the Manager of Planning, the Planner will be responsible for the processing of planning applications under the Planning Act. The Planner is also responsible for providing planning advice and opinions to the Manager of Planning, Committee of Adjustment, Committee of the Whole, Administration, Council, and members of the public in connection with all aspects of planning and development within the Town.
Major Responsibilities 1. Pre-consult with applicants, conduct site inspections as required, research and prepare planning reports, and liaise with other municipal departments through the Technical Advisory Committee in order to appropriately process the following applications under the Planning Act:
- Site Plans
- Consents
- Minor Variances
- Amendments to Zoning By-laws
- Official Plan Amendments
- Part Lot Control
2. With direction from the Manager of Planning, lead municipal responsibilities related to the Committee of Adjustment, including, but not limited to:
- Attending all meetings of the COA and provide a professional presentation of each application to the COA.
- Acting as Secretary-Treasurer as set out in the Planning Act, and in collaboration with Planning Office Support, prepare public notices, COA Agendas, decisions sheets, notice of decisions and minutes
- Reviewing and managing all conditions and reference plans and stamp all title deeds. Provide information to GIS on lot line changes.
- Staying current on legislation affecting the COA and provide information and reports to the COA regarding changes to legislation affecting the COA.
3. Work with the Manager of Planning to:
- Process applications to be presented at Council and Committee meetings
- Prepare sound planning reports and professionally present applications and reports to Council for discussion and decision as required.
- Create zoning by-law amendments, official plan amendments, development agreements, and other planning documents.
- Edit and maintain all Planning Department applications and reference material, including but not limited to: planning application forms, planning process forms, development manual, population and municipal profile information, GIS database.
- Prepare documentation for presentation at Ontario Land Tribunal hearings.
4. Lead municipal responsibilities related to Heritage, including:
- Assist in the maintenance of an inventory of heritage sites and natural features and promote the same in planning documents as appropriate with direction from the Manager of Planning
- Act as staff liason to the Heritage Committee, including preparing public notices, Agendas, and minutes
- Act as a resource to the Committee to facilitate collaboration with municipal planning, building, and other shared corporate interests and priorities
5. Assist the Director, Community and Development Services and Manager of Planning on special projects related to planning, including Main Street revitalization, façade improvement plans, and community improvement plans and other policy initiatives.
6. Process and administer property standards complaints and provide the Committee of Adjustment and Appeals with support by preparation of the agenda, notices, reports and any other assigned task.
7. In consultation with Engineering and Infrastructure Services, plan and coordinate the development of municipal trails, CWAT trails, and other Active Transportation initiatives.
8. Act as a resource and attend meetings of Statutory, Standing or Ad Hoc Committees related to Heritage, active transportation and economic development, as required.
9. Provide a professional planning response to inquiries or otherwise communicate with the public, developers, local government or other agencies regarding issues related to planning.
10. Other related duties as assigned.
Qualifications
1. Minimum University degree in Land-Use Planning, Urban Geography, or related field.
2. Registered Professional Planner and member of the Canadian Institute of Planners (CIP) and Ontario Professional Planning Institute. Or, if not a member, the successful applicant will actively work towards obtaining a Registered Professional Planner (RPP) designation with the Ontario Professional Planning Institute (OPPI) within 3 years of joining the Town.
3. Two years’ municipal experience in municipal planning, or related municipal experience.
4. Experience in preparing and delivering planning evidence at Ontario Land Tribunal hearings, having effective organizational, written and oral communication skills will be an asset.
5. Working knowledge of the Planning Act and other related legislation.
6. Sound knowledge of computer and software applications required to perform planning duties. Working knowledge of GIS an asset.
Working Conditions
Work within an office environment with office hours being 8:30 a.m. to 4:30 p.m. (35 hours per week). Will be required to attend Committee and Council meetings during the day and evening hours as required.
Wage Rate $89,339- $111,674 (Salary Group 7)

The Town of Kingsville accepts applications for the position of Contract Recreation Program Instructors on a year-round basis. If you have a skill that you feel could be created into a recreation program, please complete the Recreation Program Application Form.
Program seasons are Spring/Summer – March to August and Fall/Winter – September to February. Hiring for any of these sessions will occur three months prior to the start of the season.
POSITION SUMMARY
Reporting to the Manager of Recreation Programs and Special Events, or designate, the Contract Recreation Instructor will be responsible for providing recreational program(s) including the design, preparation and implementation.
RESPONSIBILITIES
- To design and implement program plans and ideas for any age group which incorporates a variety of activities. (i.e. active-like fitness, passive, cooperative games, arts, crafts, games, cooking, music, etc.)
- To submit applicable training certification based on the program designed.
- To submit detailed program plans as per the program plan template.
- To implement the program in a professional manner.
- To ensure the safety and security of all participants during the program.
- To familiarize and uphold all departmental and facilities policies and procedures.
- To be able to respond quickly and appropriately to all incidents, accidents and emergencies.
- To provide high-quality programming making safety, enjoyment and engagement a priority.
- To change program plans as needed, based on feedback and learnings through an evaluation process.
- To be organized and responsive to communication and deadlines.
- To complete mandatory training.
QUALIFICATIONS
- Dependent on the program being recommended. For example, certifications are required to teach fitness programs.
- Valid standard First Aid and CPR/AED certification.

- Completed Criminal Record Check and Vulnerable Sector Check
WORKING CONDITIONS
- Work is typically performed in both standard offices and outdoor environments with the potential exposure to adverse weather conditions.
- Ability to lift and move items for set-up and take-down up to 40 pounds
- Able to undertake flexible working hours including Saturdays, Sundays or evenings reflecting the time best for the participants who would attend.
- To be responsible for personal travel time.
WAGE RATE
Entry rate of $20 per hour up to $25 for a program that requires significant certifications.

Reporting to the Manager of Human Resources, the Alternate Crossing Guard provides on an as needed basis the safe movement of children to and from school when crossing public roadways and intersections by observing gaps in traffic and leading the children across the roadway or intersection.
RESPONSIBILITIES
- Assist children on their way to and from school in safely crossing roadways and intersection.
- Watch for gaps in traffic and walk children across roadways or intersections while holding a “stop” sign in such a manner as to be visible to approaching vehicles.
- Communicate traffic and crossing rules and other information to students and adults.
- Record license numbers of vehicles disregarding traffic signals and report infractions to appropriate authorities.
- Participate in job related training.
- Understand and act in accordance with the Town of Kingsville policies and procedures and Occupational Health and Safety Act.
QUALIFICATIONS
Previous experience working with children will be considered an asset.Effective verbal communication skills.
- Ability to deal effectively and courteously with children and the general public.
HOURS OF WORK
The Alternate Crossing Guard works on an as needed basis and must be available for any of the three shifts per day (morning, lunch hour and dismissal), Monday to Friday, during the elementary school year (September through June).

Working outside in all weather conditions.

$18.00 per hour
