Get to Know the Plan for Snow

Street parking restrictions

During winter, our primary goal is to address snow and ice so you can safely get where you need to go, which is only possible when the snow plow's path is free from vehicles and obstacles.

Amendments to Kingsville's Winter Control Policies: Town of Kingsville By-Law 63-2022 allows the Town to declare on-street parking bans through the winter to help facilitate snow removal and treatment of icy roads. Once declared, on-street parking is prohibited for 72 hours.  We will send notice of on-street parking bans through the Town's website and/or social media platforms. Parking on the street during a ban carries a $35.00 fine.

Residents and businesses must also remove portable items from roadways and sidewalks to avoid unsafe situations and potential property damage.

Examples of portable items:

  • Basketball nets
  • Garbage cans
  • Portable signs

Are you struggling to find alternative parking during an on-street parking ban? There are many free municipal parking lots available.

Significant weather events

When adverse weather conditions and hazards are severe enough to impede winter control operations and the municipality's ability to meet defined service levels, the Town may declare a Significant Weather Event. Declaring a Significant Weather Event gives us additional time to clear the roads and sidewalks, which means the street parking ban could last longer than 72 hours. We will always communicate the beginning and end of a Significant Weather Event to the public.

How can you help facilitate snow removal?

  • Clear your own driveway.
  • Clear your windrows. Windrows are the pile of snow left at the bottom of a driveway after the snowplow has cleared the road.
  • Never push or blow snow onto the street; it violates the Ontario Highway Traffic Act. Please only pile snow on your own property.

When will the snow be cleared?

We remove snow accumulations on roads of 8 cm or more 12-24 hours after the snowfall has ended, including snow drifting events. All available staff and equipment are dispatched immediately and remain out until roads are safe for public travel.

We follow an essential snow removal order based on provincial standards and best safety practices. We plow sidewalks and parking lots after snow accumulation reaches 4 cm (for primary sidewalks), and 8 cm (for secondary sidewalks), up to 48 hours after the snowfall ends.

Snow clearing by road class
Road Type ClassDescriptionKMs DepthDeadline
High Priority Roads Class 3 Main and arterial roads  58  8 cm  12 hours
Rural Roads Class 4 High speed and subject to drifting snow  286  8 cm  16 hours
Local Roads Class 5 Subdivisions and urban areas  112  10 cm

 24 hours

Class 6 roads are rural roads with minimal traffic. There are no standards for Class 6 roads, and as such, they are treated as Class 5 roads.

Sidewalk clearing by priority
RouteInfrastructureLevel of Service
Primary In boulevard multi-use pathways, sidewalks in commercial areas, and sidewalks around schools The Town will dispatch resources after the winter event has ended and snow accumulation is no less than or equal to four 4 cm deep
Secondary Sidewalks in sub-divisions and other low traffic areas. The Town will dispatch resources to reduce the snow to a depth of less than or equal to 8 cm within 48 hours
Tertiary Unpaved pathways and paved pathways in remote locations requiring abnormal levels of service. These sidewalks will receive no winter maintenance. We will install temporary signs to inform the public.
