Lakeside Park Bridge Design
The Town of Kingsville is resurfacing and updating the railings on the bridge in the lower bowl of Lakeside Park. Let us know which of the three design options you prefer by taking the survey. 
Greenhouse Policy Review Committee - Open House

The Committee has been undertaking a comprehensive review of the current Town policies related to greenhouse development (Official Plan and Zoning By-law standards) to help direct and improve greenhouse development across the Town of Kingsville.

 

The draft of the updated policy was presented to Council on October 15, 2019. Additional public feedback was recieved and Council directed staff to meet with the Committee to review. An updated draft of the policy has been completed.

 

A public meeting of Council will be scheduled for the new year to consider the revised policy and associated by zoning amendment.

 Storefront Cannabis Operations - Community Survey - Closed

The Town of Kingsville is asking for your input regarding Storefront Cannabis operations.

On October 17, 2018 Cannabis was legalized in Canada by the Federal Government.  As of October 17, 2018 consumers 19 years of age or older became legally able to purchase recreational cannabis but through an online retail platform only, one operated by the Ontario Cannabis store.
Next Step

On April 1, 2019 Ontario will allow licensed private sector retailers to sell recreational cannabis from store fronts in communities across the Province.

Municipalities are faced with an all or nothing decision to regulating retail cannabis stores:

1.       Municipalities can opt out of allowing retail storefront sales entirely
OR
2.       Municipalities can allow retail storefront sales

 These are the two options available to Municipalities:

Opt Out:

Town Council must pass a resolution and provide it to the province by January 22, 2019 to opt out.

The Town can subsequently opt in at any time, but will be unable to opt out in the future.  If the Town opts out, the province will not issue any retail store authorizations for locations in Kingsville and there will be no legal storefronts located within The Town of Kingsville limits.

Individuals can purchase recreational cannabis online from the Ontario Cannabis Store or from a cannabis retail store in a municipality that has not opted out.

If the Town opts out, we will still receive a first payment from the Ontario Cannabis Legalization Implementation Fund but the second payment will be limited to $5,000 and there will be no opportunity to share in the federal excise duty.

The province is setting aside $10 million from the Fund for “unforeseen circumstances” and priority will be given to municipalities that did not opt out as of January 22, 2019.


Opt In:

If the Town doesn't opt out the Town is automatically deemed to have opted in and cannot opt out in the future.  The province controls the licensing and operation of the private cannabis retail stores. The province requires a cannabis retail store to be a minimum distance of 150 metres from a school.

The Town is not permitted to impose any additional restrictions specific to cannabis retail stores through its zoning by-law (i.e. distance separation from:  other cannabis retail stores, addiction treatment facilities, parks, sports fields, community centres, long-term care homes, etc.).

The Town is not permitted to limit the number of cannabis retail stores in the boundary of the Town of Kingsville.

The Town is not permitted to create business licensing regulations specific to cannabis retail stores.

The AGCO will require applicants to post a placard at a proposed store location for 15 calendar days.  The AGCO will also post a notice on its website.  During the 15 day notice period the Town and its residents may provide written submissions to the AGCO through its website.  The submissions can only relate to 3 public interest factors:  (1)  protection of public health and safety;  (2)  protection of youth and the restriction of their access to cannabis;  and (3) prevention of illicit activities in relation to cannabis.  By opting in, the Town will receive the first payment under the Fund but will also receive a second payment that is based on a per household basis and priority access to the “unforeseen circumstances” funding.

If the province’s portion of the federal excise duty on recreational cannabis over the first two years of legalization exceeds $100 million, the province will provide 50% of the surplus only to those municipalities that have not opted out as of January 22, 2019.

 Lions Park Project - Closed

The Town of Kingsville is currently reviewing a final concept plan pertaining to the rejuvenation of Lions Park.  Basketball, a multi-use court, walking trails, washroom facilities and outdoor play equipment are some of the amenities currently proposed in this final plan.  Pickleball, although initially considered for this property, is now being proposed for construction on the arena grounds. 

The public is invited to an Open House to review and comment on this final concept plan:

 Mayor's Roundtable - Affordable Housing Strategy
 

The Town of Kingsville is in the process of creating an Affordable Housing Strategy and is requesting input as well as feedback on the implementation plan and future strategic actions, which will guide decision-making on affordable housing over the next 10 years. The public may provide feedback through a public open house on February 6, 2018 at 7:00pm at the Kingsville Arena.

“Providing the right mix of housing for a diverse population is a priority to Town Council in the Municipality of Kingsville,” said Mayor Nelson Santos. “This strategy will help guide the Town’s actions for the next 10 years as we continue to address housing affordability concerns in our region and to ensure that Kingsville remains a progressive and prosperous place for our residents by offering a variety of housing opportunities.”

This public presentation represents the initial steps of developing this strategy.  It is the intent of this meeting to help provide a greater understanding of housing affordability throughout Essex County and to help identify key trends, housing gaps and priority groups in need within Kingsville. This information will be used when creating the Town’s existing affordable housing policies, and help shape a set of policy recommendations in consultation with key stakeholders in an effort to help address housing inventory, waiting lists, and access to affordable home ownership or rental opportunities.

The public and stakeholders are encouraged to attend the meeting to learn more about the development of an Affordable Housing Strategy and to provide feedback on the implementation plan and future actions:

 Town of Kingsville Affordable Housing Strategy Development
 

The Town has completed the final draft of an Affordable Housing Strategy based on public comment and review of a number of other existing strategies in the Province. The document is attached for review. The Strategy was presented to Council at the January 28, 2018 meeting. 5 Year Official Plan Review 

The Town is undertaking a 5-Year Review of its Official Plan, and has retained WSP Canada Group Limited to assist in the Review. Your input is important to assist in identifying the issues and matters that should be addressed in the Town’s Official Plan to direct and manage future growth and development in the Town. 

What is an Official Plan?

The Official Plan is a statement of goals, objectives and policies intended to guide future land use, physical development, and growth within the Town of Kingsville. The policies of the Plan are designed to promote the public interest in the future development of the Town, reduce uncertainty relating to future development, and to provide a basis for the Zoning By-law and other land use controls. 

Ontario’s Planning Act requires municipalities to conduct an Official Plan Review every five years. The Town’s current Official Plan was approved in February 2012. Based on the requirements of the Planning Act, it is now time to update the Official Plan to ensure that the polices of the Plan are consistent with the latest Provincial policies, the County of Essex Official Plan, and other various planning studies and strategies that have been completed by the Town since the current Official Plan was approved. The focus of this scoped Official Plan Review is intended to primarily address matters of Provincial and County policy conformity. 

One of the key parts of the Official Plan review process is public input. We encourage residents, business owners, developers, community groups and others to take an active role. While it is certainly not a stimulating read the Official Plan outlines the basis plan

 Kingsville Accessibility Advisory Committee (KAAC) - Online Survey - Closed

 Kingsville is a growing community that wants to accommodate persons with all levels of ability. The Kingsville Accessibility Advisory Committee (KAAC) offers guidance to Kingsville's Town Council with the goal of improving access for anyone who lives in or visits Kingsville. By completing this survey, you will help the KAAC understand the accessibility needs of Kingsville residents and visitors. This, in turn, will assist the KAAC to advise Kingsville's Town Council on how the Town can improve accessibility. The survey is completely anonymous and your participation is entirely voluntary.

Open Air Burning By-Law - Online Survey - Closed

 We are currently reviewing the open air burning by-law to ensure it meets the needs of both residents and reduces fire department responses. We are looking for public input on the new proposed by-law.

The current by-law prohibits back yard camp fires and the regulations of agricultural burning are confusing.  Enforcement is currently by OPP, the proposed by-law would be enforced by OPP and the Kingsville Fire Department.  The new by-law addresses a variety of concerns from the current by-law and brings it into alignment with neighbouring municipalities.
