Class Environmental Assessment - Notice of Study Commencement

The sanitary sewer system operated by the Town of Kingsville includes sanitary sewers and three facilities which service the Communities of Kingsville, Cottam and Ruthven.  The Town of Kingsville retained Dillon Consulting Limited to prepare a Wastewater Master Plan to assess the capacity of the existing sanitary sewer system and to develop a long term strategy for sanitary servicing throughout the municipality. The study will consider both current needs and future growth.  

The study will be completed as a Master Plan, following the requirements of the Municipal Class Environmental Assessment (EA) process (2000, as amended in 2015).  The study will follow Phases 1 and 2 of the Class EA process, which includes:

  • Phase 1 - Identify problems/opportunities
  • Phase 2 Develop and evaluate alternative solutions to address the problems/opportunities identified.

The Master Plan will outline the long term strategy for wastewater servicing throughout the Municipality, which is likely to include a number projects to improve the existing infrastructure.  The recommendations of the Master Plan will be presented for public and agency input later this year.  At the end of the study, a report will be prepared summarizing the recommendations and public input received.  The Master Plan report will be available for a 30-day public review period. 

At this time we are requesting input you have on any problems or challenges with the current wastewater system that should be considered through the Master Plan. In addition, at any time during this study, interested persons have an opportunity to provide comments, questions and concerns to the study team through the contacts below. Project updates and notices will be posted to the Town’s website

Information collected for the study will be used in accordance with the Municipal Freedom of Information and Protection of Privacy Act.  With the exception of personal information, such as name, address and property location, all comments received throughout the study will become part of the public record and included in project documentation.
