The process of preparing the Town of Kingsville strategic plan commenced in the spring of 2005 with a number of workshops that were held between Council and Municipal Staff with the purpose of developing a common vision for the community. Workshops were also held with various focus groups such as the Community Based Economic Development Committee and as a result a Social Economic Development Strategy was completed with the assistance of a consultant in 2010. The information gathered at these workshops guided both Council and Staff in the development of the Kingsville Strategic Plan document.

The Town of Kingsville's Strategic Plan identifies the community values which require preservation and improvement. In summary, the Strategic Plan contains five main objectives and goals where strategies, action plans and estimated budgets have been developed for final approval by Council as follows:

  1. Promote the betterment, self-image and attitude of the community using our identified strengths.
  2. Develop an economy based on our strengths and opportunities that will retain existing and attract new businesses.
  3. Maintain and improve the health, safety and well-being of our residents.
  4. Become a proactive progressive environmental leader who promotes environmentally friendly practices and healthy natural lifestyles.
  5. Encourage leadership and management that will provide the direction and resources required to achieve our mission.

The Strategic Plan also contains a summary of the 2011-2014 Council Action Plan which lists approximately 117 suggested projects. Currently 104 of the projects have been identified as projects to be discussed at future budget deliberations during the current Council term. The balance of the projects have been prioritized as longer-term projects with a completion date extending to the year 2020.
